Union demands solution to Longding GHSS problems
ITANAGAR, Dec 4: The Wancho Students' Union has alleged state education department of depriving Govt. Higher Secondary School, Longding.
In a release, it said, the school has only 17 teaching staffs for 1700 students which has become problematic. Besides there is no science laboratory and commerce branch which is compulsory in today's life. It has no UDCs, no LDCs, peon and night chowkidar, the union said while urging for immediate creation for a post of DDSE in the district to meet the needs of its education scenario.
Also blaming the representatives of the district for the poor condition of the school, it warned of launching democratic movement like bandh calls if the condition of the school continues to be the same.

GBs are playing a major role in the development of the state by dispensing justice in their respective villages which ensures peace, he said.
Customary law teaches us peaceful coexistence and therefore it should be preserved and protected, Panyang opined and further instructed the GBs to be always sincere and impartial. Further, he advised the GBs to establish good relationship with the people of neighboring state of Assam too which minimize border disputes and create conducive atmosphere to live. He also advised GBs to go along with other agents of administration and to avoid conflicts to deliver justice at their level. Earlier, retired IAS officer Oshong Ering shared his vast experiences and advised all to take full advantages of the convention. They have been serving the state for more than hundred years on development and judicial matters and are still retaining their importance. According to Assam Frontier (Administration of Justice) Regulations of 1945 which elaborates about the power and responsibilities, GBs are responsible for all the developmental and law and order related duties in the village. Being representatives of the government in the village they are bound by all the government instructions issued time to time, stated Ering. He appreciated the efforts of B Jumi Riram and Tari Dabii president and General Secretary respectively of RBGBWA for organizing the convention which would bring many resolutions for betterment of the society.
Political Advisor to the Chief Minister Tako Dabii said that all inhabitants of the village are bound to aid HGB/GB when required for maintenance of peace and order and apprehending offenders. He further stated that there are some differences between the traditional/customary laws and laws practiced in the Civil Law Courts but both should be continued to exist in their respective fields. He advised the GBs to deliver justice without fear and favour which would help the administration minimize the large number of cases coming up for hearing at the district level and check unnecessary expenses to attend the cases. NAHARLAGUN, Dec 04: The family members of 1962 war martyr Nyelam Tebi were felicitated for the supreme sacrifice made by Tebi in the service of the motherland.
In a glittering function themed 'Sarhad ko Sanman' organized by Sanskar Bharti at Hotel Tosum here today, NES general secretary Tarh Taming expressed regret over the mistake of the organizing committee involved in the 'Sarhad ko Swaranjali' by not felicitating the martyr's family during the mega event on November 24 last.
"Nyelem Tebi is a martyr and will always be remembered for his sacrifice," Taming said.
Praising Sanskar Bharti, he said all martyrs deserve recognition from the society, and that such events would boost the morale of the soldiers besides inspiring youths to do something for the motherland.
Describing martyr Tebi as the pride of the Nyishi community, ANSU president Sikka Gapak suggested that a statue be constructed to honour him properly. He also requested the GoAP to add Nyelem Tebi on the Tawang war memorial on which his name is written as Tebi Dafla.
"It's really very sad that though we fought and succeeded in putting the true name of our tribe in the Constitution, the word 'Dafla' is still attached to Tebi's name. Many Arunachalee soldiers died in the 1962 war, but because of the wrong nomenclature used during those days to address the tribes from Arunachal, we find it difficult to identify them," Gapak said.
He exhorted Sanskar Bharti, students and research scholars alike to conduct thorough research to trace the names of all the Arunachalee martyrs of that war, saying, "The glories of the unknown heroes need to be sung about."
Earlier, former home minister Neelam Taram highlighted the life of Tebi and his achievements, while former state BJP president Taba Hare said now there is proof that Arunachalee people also sacrificed their lives for the motherland, "and we should feel proud of it."
Seminar on ‘strategy to mitigate disaster in NE'
ITANAGAR, Dec 04: A national seminar on "Strategy to mitigate disaster in Northeastern region" with special reference to Arunachal Pradesh and training on disaster management were held in Arunachal University of Studies, Namsai.
The seminar covered topics like, Site Specific Case Studies including instrumentation, monitoring and early warning system, Causative factors and their implication on local and regional development, coping with the effects of climate change in inducing disasters, mitigation strategy and disaster management, and capacity building and community participation and response.
Nearly 55 delegates representing the education department, Central Agricultural University, Border Roads Organization, Water Resources Department, faculties of various colleges and local administration attended the seminar.
The seminar recommended for starting certificate/diploma/degree courses in Disaster Management at the Namsai Campus of the Arunachal University of Studies from January 2014. Students admitted for different courses in disaster management will have to carry out field project work in their respective areas, which will lead to preparation of vulnerability map of the respective area leading to finalisation of vulnerability atlas of Arunachal Pradesh in phased manner, it recommended.
It was proposed that the School teachers and students at the Government Senior Secondary Schools may be encouraged for the installation of the Rain Gauge Equipment in the school premises through the training program and carryout the project work by recording rainfall, temperature, humidity, wind direction, etc in the project mode. The inspection team observed serious irregularities among the teachers in many schools where teachers come to school in the name of attendance for an hour only and even issue Transfer Certificate deliberately to make the school zero enrollment and make it defunct to remain duty free.
Some teachers tie up with and please PRIs and /SMC/BEOs/BRCs/CRCs who are the direct agents of DDSE on absenteeism and irregularities for which the district authority has to bear the brunt of backlashes. There are some more local teachers who have been posted to interior areas few days back like Ligo, Bopu, Doko Putu, Daba Gamlin, Aker Yomgam, Kadai Yomgam area but found to be at district headquarters. This trend has led to withdrawal of students and admission in private schools due to dereliction of duties among the teachers. There are hardly few teachers who are discharging their duties effectively in the remote areas.
Taking strong exception of such gross irregularities and playing with the fortune of innocent students, altogether sixteen teachers have been taken to task depending on gravity of negligence by holding Salaries of some teachers, conversion of whole absent period into Earned Leave and even to the extent of recommending the names both Regular and SSA teachers to State Project Director, SSA, Rajya Mission, DSE and DEE for discontinuation of services as they are not at all fit to serve this important department and to open up Job opportunities to committed intellectuals.

ROING, Dec 04: Lower Dibang Valley Deputy Commissioner Shiv Kumar made a surprise inspection of the Govt. Secondary School, Koronu accompanied by Kalyani Namchoom, EAC and Kabang Apum, CO today. A new trend
Nine months ahead of the Assembly elections in 2014, the People’s Party of Arunachal (PPA), the lone regional party in the state, yesterday sprung big surprise by declaring its only legislator from Roing Laeta Umbrey as its chief ministerial candidate. In a first of its kind, this decision of PPA has set new trend. Never before in the history of state politics such step has ever been taken by a political party.
Only time will tell whether PPA manages to win enough seat to form government in the state but this initiation has set people talking. It will be great for the people of Arunachal if ruling Congress and principal opposition party BJP also declares their CM candidates before assembly election. In such situation people will get better idea about who is going to lead them for next 5 years. The Delhi assembly election witnessed three chief minister candidates which include Dr Harsvardhan (BJP), Arvind Kejriwal(AAP) and Sheila Dikshit(Congress) campaigning vigorously to put forward the ideas of their respective parties. We can dream of similar trend in our state provided BJP and Congress name their CM candidates.

Day before yesterday a incident of criminal trespass took place in my private residence. The Officers of the Director Research was brought forcefully by the goons to inspect my house. It is not known whether the Officers were authorized by the Department for such inspection outside the boundary wall of department. This morning surprisingly in the press release, it was published by Student Organization on the above subject which has no connection with the students welfare and they came with criminal intention only on the side of my residence whereas there are many others nearby Itafort where private and Govt, buildings are standing very close. It is clear from this incident that the trespassers who came to my resident had an intention to take revenge for the Official action taken against their relatives and it has surprised me because since, long time there was cordial atmosphere between the department and my family residing outside their boundary as like others. Since, my occupation in the said area in the year 1986 gradually I had developed the said land in the present position and during these period I never received any official complaint from the department regarding encroachment. I also never saw any notice board of the notification in my boundary. I’ was told by the visiting Officers that the trespassers brought him to my private residence by force after they were shown the boundary of the Itafort area. I believe that there was no official direction to verify my private residence area, but taking the name of the Research Department a news item was published to illegally authenticate their ill motives to tarnish the image of my husband Talo Potom.

Now, as regards to the encroachment case I beg to inform that earlier also there
was a complaint in the year 2010 after the arrest of criminal in the case of demolition/
damage of Govt. Forest Nursery at Naharlagun and the criminal engaged his relatives
to lodged complaint to the Chief Minister in the year 2010. Accordingly the then
Chief Minister directed the Deputy Commissioner to physically visit the site and
submit a detailed report to him urgently. The verification report pertaining to the
complaint was lodged by three person namely Kipa Hipik, Kipa Tayu and Kipa Tame against
my husband Talo Potom of ESS-
h.The National Monument (Itafort}, at ESS-
i.The area distance from monument to the security wall is Approx. 45 mtrs.
j. Beyond the security wall, land under possession of Shri Talo Potom.
Some portion of the area is found to be leveled by excavator/JCB 5 (five) years back.
k. Presently small portion of his possessed land adjacent to Itafort has been excavated for widening of his parking area and play ground.
1. Physically there is no encroachment on National Monument and not destroying the Itafort security wall.
m. Photographs submitted by the complainant in SI. No. (2)(3)(4) are intact.
n. The photograph at SI. No. (1) is found to be showing excavated portion but within
allotted area of 10x50 Sqm to Shri Talo Potom, vide Govt, allotment No. LRB-
"Overall inspection report of the Deputy Commissioner, ICC, Itanagar, was that there is no encroachment and destruction of security wall"
The present complaint is of the same nature which was published in the news paper today. Hence, I cannot be troubled every time for the every official act of my husband. I don't know whether action is taken against the offender who blocks the public road and damage the VIP road. I don't think that it is right on the part of student organization to carry out the revengeful act against someone who is not connected to the case like me and my children. I was told by my husband that the brother of Techi Hitler, who was arrested for damaging VIP road at Itanagar was asked to be released by the President of APPDSU. This request was denied which annoyed him and so, he has started taking the revenge upon in this manner. If the student organizations are meant for such act then no officer on this earth will stop such criminal act and no justice will be delivered to the law abiding citizen of the state.
Above all, after being appointed as a Chief Estate Officer, my husband asked all the departments to submit the detail reports of their land and assets through the Chief Secretary, Govt, of Arunachal Pradesh. I am told that in response the Research Department nowhere mentioned any encroachment of the Itafort. Under his direction the Public Premises Protection Force, has visited the Research Office, to enquire about any encroachment but they didn’t mentioned about the encroachment as alleged in the news paper.
Everybody knows that there are 3 (Three) Forts in Itanagar, in which the commonly visible is the one located at Bank Tinali Police Station side. The highway and private buildings including the police station have been constructed by earth cutting the Itafort and I suppose that no action is proposed against these persons. Secondly, the Itafort of Raj Bhawan, is also facing the same situation for which no such complaint has been lodged against the Raj Bhawan. Numerous other earth cutting have been done near fort also and no complaint was lodged as it is seen in the news paper. My residence is at a distance of 100 mtr. There are many other buildings both Govt and Private for which no action has been initiated against those persons. Hence, the publication made in news paper against my husband and action of the criminal’s trespassing into my private residence and also creating nuisance and giving mental harassment is totally inhuman and unconstitutional act for which god will not forgive them.
In the light of above mentioned facts and circumstances I humbly request the APPDSU not to use the student organization for the sake of the personal revenge and if authorities remove all the structures from 3 Itafort area, I will be the first person to cooperate with Govt, as per the provision of the Govt, notification if any.

Subansiri District that numerous teachers hailing from various schools of Komporijo
Block-
It is of great concern that sincere and dedicated teacher are subjected to transfer
where as there are many teachers who are not at all sincere and are only drawing
salaries indulging in actives other than academic. The annual exams are due in the
month of Febuary/March. This untimely, mid-
Therefore, we urge the concerned DDSE to cancel these transfers immediately and in future may take SMCs, into confidence and not act under political pressure.
